In order to get the maximum number of points your paper should have all of the elements and you should be able to answer YES to all of the questions listed at the bottom. Please note these requirements are also stylistic in nature. A briefing note should be well-written, memorable, and attractive. You have to make the case why the policymaker should listen to you.

Your briefing paper should be about 4-6pages in length (it depends on how many images, charts you will have), but importantly it should meet the criteria laid out above, so it that means less in terms of page length, that is fine. Wordy is not necessarily better.
